Getting the angle right

Spotted in what appears to be an access black spot - Willow Parade in Langley, near London’s Heathrow Airport - a man using a ladder at a dangerously shallow angle.

While a poorly set up long ladder is probably the most dangerous, having one that is too long can also be lethal. However in this case our man is painting a wall at a height of around three metres but the ladder is around four metres or so which should be almost ideal. but for some reason he has set it up and a dangerously low angle, which not only makes it harder for him to reach the work, creating a risk itself, but it also means that the risk of the ladder base slipping and dropping him on the floor is high.
