CPA Road Worthiness Scheme meeting

The UK’s Construction Plant-hire Association - the CPA - will host an introductory event for the Voluntary Roadworthiness Scheme for Mobile Cranes at Vertikal Days at 10.30 next Wednesday 15th May. It will be held at the Donington Park Media Centre which is just a few minutes’ walk from the main showground.

The new scheme was agreed by a majority of members of the CPA’s Crane Interest Group in the interest of road safety. The annual inspection scheme is intended for those mobile cranes that are currently exempt from HGV testing requirements. As well as providing an annual record of the crane’s condition, the inspection will monitor the effectiveness of the crane owner’s maintenance regime. The CPA scheme is based on the requirement of the Driver and Vehicle Standards Agency’s Heavy Goods Vehicle Inspection Manual, taking account of the derogations permitted by The Road Vehicles (Authorisation of Special Types) (General) Order 2003 (STGO).

The scheme has been developed by a working group whose members are experienced in the operation and maintenance of road going mobile cranes. Both the Department for Transport (DfT) and the Driver and Vehicle Standards Agency (DVSA) have provided assistance with the process and have expressed their support for the scheme.
At the introductory event, the CPA will outline the requirements of the scheme and referring to the new Good Practice Guide for the Annual Roadworthiness Inspection Scheme for Mobile Cranes Mounted on Non-standard Chassis. This document sets out the requirements of the scheme, providing guidance on the management of the process, inspection personnel, inspection requirements, records, equipment and facilities, and quality assurance.
