A second crane begins recovering the first which suffered from a lack of rearward stability
The crane was being used to construct an apartment block in the Higashi district when it went over backwards as the fully retracted boom reached its maximum boom angle.
The boom nose touched the fourth floor of the building across the street but apparently did not cause any damage.
The severed power line caused a blackout in the surrounding area, with the power remaining down for the rest of the day.
The cause is not known, but looks to have been associated with an outrigger failure which caused rearward stability problems. Either the jacks were not extended far enough, or the ground gave way under one of them.
